Ken submitted a request for a “Work Plan Work Group”.

1. The Conveners acknowledge and support the commencement of sub-group of activists to develop and draft a “Work Plan” for potential partners and donors, etc. (hereinafter referred to as “Work Plan Work Group”).
2. This Work Plan will likely consist of (but not necessarily limited to an “action plan” (steps necessary to formally launch “NewOrg”), a “vision statements”, a comprehensive list of potential partners.
3. The Work Plan Work Group will be convened by Hugh Steadman and Kenneth Kostyo.
4. Participation in the Work Plan Work Group will be open to other Conveners willing and able to actively work on these issues. Ken Wilber

I propose this draft Work Plan to begin:

I would like to know what are the specific goals of this Portal.
I understood one was to develop a World Government which would be run by the Citizens of the World. Every human living on this earth is a Citizen of this World and may propose, discuss and vote on all issues.
I. Initiate a World Government run by the people of the Earth Community.
Ia. A functioning World Government run by all the people of Earth will demonstrate the completion of this goal.
II. For all the people to be involved with this undertaking, we need to announce this project on all corners of the Earth. All people of Earth would be provided with a method to register themselves to vote in their community which would be of no cost to them.
IIa. Correspondence with all communities of the Earth would demonstrate this goals completion.
III. A minimum voting age of 14 be approved in the Constitution and local communities with a higher age would follow their own statue.
IIIa. A minimum voting age listed in the Constitution would demonstrate this goal was met.
IV. All citizens age 14 and over shall register to vote.
IVa. Reports from all Earth Communities of this registration would demonstrate this goal was met.
The method of registration would take place in their home community, at some office designated by that community. Communities with polling lists would already have many of their citizens registered.
In Africa for instance, where many WI FI networks are springing up a method of registration could be accomplished by use of the Internet. It may be necessary to hire people much like census takers who would register everyone. Indeed, this could be combined with the next census.
V. Initiatives may be proposed by any registered voter, through the Earth Website, or through their community approved “Earth District Office”.
Va. Initiatives being posted from varying communities would demonstrate this goal was met.
VI. News, announcements, referendum initiatives will be provided to each Earth District Office to be liberally distributed for all Earth Citizens to consider.
VIa. Polls of citizen awareness of World affairs will demonstrate this goal is met.
It may take a few “dry runs” to get all systems up and tested as far as the ability to accrue a legitimate vote tally. Therefore to begin now is important.
As the election process is constructed, announcements of government structure could be made and people discuss, make suggestions (Initiatives) and polls to determine the most Popular. When a major initial draft Constitution is completed, it could be sent out for a referendum. Changes to this draft could be suggested by Initiative, the document amended and a final version sent to another Referendum for final approval.
Discussions and Initiative making would be continuous. Draft Initiatives would be polled and the most popular retained. Final selections would be submitted to a Earth Referendum.
VII. An established Earth Referendum would occur every five years to re-authorize the Constitution, although an Earth Referendum may be called at any time deemed necessary by the Earth Assembly. All Final Initiatives would be submitted along with the Constitution for the Referendum
VIIa. Recording of all Earth Referendums and Five Year Referendum results will demonstrate this goal is met.
